the reinforcement are plain stupid ,he wants to kill criminal while working with criminals (ninja) and it feels like police is working with yakuza to kill thiefs and yes the Shogun send ninja as they got pardon but if the criminal get the elixer they will also get pardon and gabimaru was a ninja and did everything as he was ordered so he should be pardoned the most in that logic
